Christopher Babel assisted the National Energy Technology Laboratory (NETL) and the US Department of Stateís Bureau of Energy Resources with the organization and implementation of the Foreign and Civil Service Officers' Energy and Power Generation Training Course. Offered annually, the course covers emerging trends, policies, and technologies impacting the global energy sector. This training assists Foreign Service Officers in representing the US government abroad on various commercial, economic, and environmental issues. Nearly thirty experts from industry, government, and academia provide insights on a wide range of energy and environmental topics. Throughout the week long course, participants also conduct site visits of fuel production and power generation facilities.

Ron Engleman participated in an information gathering session at the International Energy Agency (IEA) in Paris regarding emissions from coal-fired power plants. The session covered non-CO2 emissions such as nitrogen oxides, sulfur oxides, particulate matter, acid gasses, and mercury and focused on how different countries and regions regulate these emissions. Ronís presentation dealt with the US regulatory structure, limits for these emissions, impact on air quality, and the implications for the US power sector. Doug Carter provided extensive input to this presentation based on his expertise on US regulatory policy. Other invited speakers gave presentations on the regulatory approaches found in the European Union, China, Japan, and South Africa.
